The Second India-Rwanda Foreign Office Consultations (FOC) were held in New Delhi, marking a significant step forward in the strategic partnership between the two nations. The Indian delegation was led by Mayank Singh, Joint Secretary (East & Southern Africa) at the Ministry of External Affairs, while the Rwandan side was headed by Virgile Rwanyagatare, Director General (Asia, Pacific, and Middle East Affairs) in Rwanda's Ministry of Foreign Affairs and International Cooperation.
The consultations covered a wide range of topics, including political, trade, and investment relations, as well as defence, energy, and agricultural cooperation. Both sides reviewed the progress made in areas such as health, education, digital platforms, and Lines of Credit, with a focus on human resource development, capacity-building initiatives, cultural exchanges, and youth programs.
New areas of collaboration were also discussed, including:
